1.0 SCOPE OF POLICY

 

This policy applies to all full-time librarians/archivists, exempt and non-exempt professional and support staff who wish to teach a regularly scheduled course or one session of a class at MU. It also applies to all full-time library employees who teach classes at other institutions or present programs for professional associations or organizations. This policy does not apply to those librarians/archivists whose job responsibilities include teaching.

 

 

2.0 DEFINITION

 

By teaching regularly scheduled university courses is meant those which are taught under the auspices of a department, school or college and which meet at regularly scheduled times for at least one semester. Also included are all forms of library orientation and instruction (hereafter referred to as single class sessions), workshops, lectures, and other irregularly scheduled programs, if such teaching falls outside the individual's job responsibilities.

 

 

3.0 GENERAL POLICY

 

Library employees may engage in teaching activities as defined above (section 2.0) per supervisor and Library Administration approval, provided that essential library services and functions are not unduly compromised and in compliance with current MU Human Resources policy. Such activity is viewed as being an important aspect of the Libraries' staff development program.

4.0 GUIDELINES

 

4. 1 Permission of the employee's supervisors and division head is required before any commitment is made to teach a single class session or participate in any of the activities outlined above (section 2.0), unless teaching is part of that employee's regular job duties. (Non-exempt employees incur the additional complexity of overtime provisions when considering any secondary appointment at the University of Missouri that falls outside of their job description, e.g., teaching a course, grader.) Permission is required regardless of the time of the day or the day of the week that the course is taught. The decision will be based on whether there are sufficient numbers of persons with appropriate expertise to cover the duties of the employee who is teaching, and that the employee's unit, branch or department can operate effectively in his or her absence. The number of employees requesting permission to teach in any one semester will also influence whether permission will be granted. Libraries Administration reserves the right to make the final determination.

 

4.2 Permission will not ordinarily be granted to teach consecutive semesters, or to teach summer session courses unless teaching outside regular work hours.

 

4.3 A formal request from the department chair (or other administrative person) from the college or school under whose auspices the course will be taught should be sent to the employee being asked to teach. That request should be forwarded to the supervisor with a proposal including how the work area will be covered during absences and the compensation request.

 

 

5.0 COMPENSATION AND RELEASE TIME FOR LIBRARIANS/ARCHIVISTS AND FULL-TIME EXEMPT STAFF

 

5.1              Librarians/Archivists and full-time exempt staff who teach regularly scheduled courses are eligible for additional compensation. Those employees who are eligible and who choose to receive compensation may arrange with the supervisor to use vacation time to teach the course if the course occurs during regularly scheduled work hours. Librarians/Archivists and full-time exempt staff who teach outside of regularly scheduled work hours (evening and weekend courses) are eligible for additional compensation.

 

5.2              If Library employees (Librarians/Archivists and full-time exempt staff) choose to take release time in lieu of additional compensation, the school, college, or division for whom the teaching is to be performed should reimburse the Libraries in the amount of salary budgeted for the course in question. The amount of compensation will be negotiated by the Library Administration.

5.3              Librarians/Archivists and full-time exempt staff taking release time time may take up to three hours per week to prepare for lectures, grade assignments and exams and meet with students. The Library employee who receives compensation does not receive release time for class related activities. The supervisor should be aware of the time needed and a request should be made in advance of the time taken.

 

5.4 Library employees (Librarians/Archivists and full-time exempt staff) who elect to teach outside of regularly scheduled work hours, e.g., during their vacation periods, during the summer session or on Saturdays are eligible for extra compensation. Before any commitment is made, permission of the Library employee's supervisors and the Director of Libraries is required in order to approve the vacation time or, in case of Saturday classes, to assure that there is no Library scheduling conflict. The matter of compensation should be negotiated by the individual directly with the teaching department except when the employee chooses release time in lieu of compensation (see section 5.2).

 

 

6.0 COMPENSATION AND RELEASE TIME FOR NON-EXEMPT STAFF

 

6.1              Non-exempt employees who are considering teaching a course for the University must obtain the permission of their supervisor before accepting the appointment regardless of the weekday or time of day that the course is taught. Non-exempt employees are eligible for overtime, and while pursuing teaching appointments at MU is valued, consideration must be given to potential costs incurred via overtime even if the teaching appointment is designated as salaried. When possible, permission will be granted assuming a modification in the employee's FTE can be achieved, if warranted, without negatively impacting the employee's unit.

6.2              Each non-exempt employee teaching should have time off to teach no more than one 3 credit-hour class per semester. One-session classes and other presentations should be scheduled in order that they are manageable within the time constraints of the workload of the individual and the employee's Library department.

6.3              Non-exempt Library employees who receive supervisory and Library Administration approval to teach a course are also eligible for release time. The non-exempt Library employee who takes release time may take up to three hours per week to prepare for lectures, grade assignments and exams and meet with students. The Library employee who receives compensation does not receive release time for class related activities. The supervisor should be aware of the time needed and a request should be made in advance of the time taken.

6.4              Non-exempt employees who are considering presenting programs at library-related professional associations or organizations and who wish to take release time to prepare for the event must obtain supervisor approval first. An outline of preparatory activity must be submitted to the supervisor prior to approval.

6.5              Non-exempt employees who are considering teaching a course at other institutions and who want to adjust their schedule and/or modify their FTE must obtain the permission of their supervisor and Library Administration before accepting the appointment regardless of the weekday or time of day that the course is taught.

6.6              Libraries Administration reserves the right to make the final determination on any of the above scenarios.
